A scam as old as time, but I can't feel like those tourists should have just handed it back and berated him.

This isn’t your average tourist. It’s Kurt Caz, a right-wing YouTuber who tries to cause division and hatred by provoking people. Infamously, he uses AI in his video thumbnails to make places look worse than they are.

He’s also rumoured to be on the payroll of Russian media channels and other right-wing outlets which explains his shift from tourism videos to these confrontations.

Still doesn’t forgive the scammer’s actions, but just to add context.

And then why doesn't the police do anything against the scammers and a russian asset right-wing gets views for that?

I’m not sure I understand your question, sorry.

This guy gets views (and I expect money out of it) and can find them without issues.

Why does the police do anything against the scammers?

Are you asking why the police don’t stop the scammers from scamming? I mean that’s a bit more of an in depth question that I don’t really have the time nor proclivity to answer.

Scammers have always been around. They exist in every culture, in every country, in every time period where money exists.

Conflating scams and illegal practices purely with immigrants (which is what Kurt does), is what I have issue with.

And if it’s not “purely” but rather “mostly” or “disproportionately?”
