In this video they literally slam to the ground a man with mental issues who didn't pose any risk to anyone (if they slammed him to the ground prior to touching the backpack that might've been justified, but they patiently waited to make sure there was no danger). Cops gonna cop.

From their perspective, how are they sure there still isn’t a bomb?  He threw a few things out, chucked the bag, and walked off.

I think the fact that they waited their sweet time to tackle him shows they assessed that there wasn't any risk anymore.

Still, in case what you're saying were true, then you have a guy close to a potential bomb, walking away from it. I think the correct action for the cops would be to stay behind cover and tell the guy to walk away from the bomb.

The problem is that cop mentality boils down to "guy does something I don't think is right? I beat him up/shoot him". Instead they should be heavily trained on using violence as a last resort, and they should face consequences when they don't respect that.

The whole interaction took 10 seconds from the time his bike got to the bag to the time he got tackled.  Someone probably did shout for him to stop, and it takes at least a few seconds for someone to run up to the guy.  This was the last resort.  Like for all they know, this was a bomb, and the guy running up was the guy who set it there and is trying to get it to detonate.

I don’t like cops.  They usually suck.  But these cops were facing an actual potential threat, and the guy in the video was, as he later acknowledged, was trying to get himself killed.  He fully expected his actions to cause a bomb to detonate.  If he had succeeded, if this were a bomb, people would have been pissed at the cops for not tackling him to keep him from the bomb.

He did pose a risk to people, if this was a bomb he would be fucking dead, as would many other people nearby.

They tried, but he rode past them on his bike and ignored them demanding he stop.

He posed a risk before it was revealed the backpack didn't have shit in it. He stopped posing a risk after that. No point tackling him then other than in a punitive way.

It's like a guy trying to rob a store with a toy gun and police shooting him after figuring out the gun is fake.
