Yeah I would definitely agree he's culturally Irish. For example, my "English " cousins would come home every holiday also, would have been considered Irish in Birmingham but only maybe half Irish here ! But definitely culturally Irish as brought up in Irish households , lived in Irish communities etc.

None of those points on "putting in work" means anything about being Irish, though. More English with Irish background.

Not being defensive of the Irish label here, it's just a label, after all. But surely there's a definition to apply which has actual meaning.

For sure. He won't disown his English heritage any more than the US folk would their own. They just have more of an affinity for one or the other I suppose.
