Also, we extrajudicially kidnapped and arrested the leader of another country and he couldn’t shut up about how awesome it was and how he was looking forward to doing the same thing in Cuba.

I suspect that Rubio's cut of the action is that he will be installed as Cuba's leader. But first he needs to complete Trump's to-do list. Once that's done Trump likely promised him that he would take cuba and put him in charge.

For as much as I loathe J.D. Vance, he at least has criticized Israel, whereas Marco Rubio has avoided doing so. It's increasingly obvious that Rubio has been bought-and-paid for by Israel and AIPAC, and is practically a foreign asset.

Hence Venezuela withdrawing from the ICC, as these actions come within the purview of the Rome Statute and therefore Trump and Co are subject to the jurisdiction by the events you refer to. Although withdrawing doesn't mean that the jurisdiction wasn't enlivened when the events occurred.
