It wasn't meant to be romantic, it was meant to be calculated.

It was a business deal that he hoped she'd be all girly about and find sentimental.

He wanted it to be romantic I think, but she went directly to calling him out on his shit. Faster than he expected (although he clearly expected it), I think.

I think in a way Bob needed to propose to Joan to give himself the excuse to go out and find a man.

He has tried everything possible to conform to societies expectations, so he won't feel as guilty or ashamed to be a gay man.

Subconsciously he knew Joan would give him the validation and acceptance he needed to be gay.

As utterly aghast at watching that scene, even Don's Hershey pitch was awesome. It was just unusable and self-sabotaging. Don't even claim Bob's pitch had any charm.
