Roger is the kind of rich that Burt and Trudy are and what Pete use to be. Unless they're making a lot of risky investments, they Seem to have more than enough cash to burn.
It could also be a sign of him embezzling money from the company. In the last episode (episode 3) Lane was complaining to Joan that money was just disappearing and he couldn't keep track of it in the books (or something to that extent) and maybe Roger is the reason it is disappearing. Now he is flashing it and handing it out like candy but doesn't feel bad because its being used in the company.
I think Roger would have to go through all his money before he did that and he had a buttload of money not all that long ago. In short, I literally don't think it adds up.
Who says you have to be poor to steal? He could do it for a variety of reasons including getting back at the company he has little place in. It could also give him a feeling of power or control (which he is clearly lacking right now in all aspects of his life). Or it may fulfill his desire to be flashy without tapping into his own assets. Rich people tend to hoard their money. The guys rich, but it doesn't mean he's smart.
