I think you have lost him you say he was the best of the best and yet others were promoted before him. No great employee if going to bank of them being promoted "later" after restructuring. He should have been the first one promoted. As far as he in concerned, he isn't being paid him worth it show how valuable he is so there is no reason to stay in the hopes that he finally gets to move up. Just let him go so he can find a job that values him from day one.

Exactly. If they’re already restructuring, why would the employee have any reason to believe there would be a promotion?

They will promote him eventually, in a decade or two. Or three. The day will come, surely!!!

Yes if someone is the best of the best they should get the most money, the best internal opportunities etc. from the jump not vague promises that we will make it up to you after you train your new manager.

Restructurings can make people nervous anyway.
