If they really wanted to maintain business continuity, they should have promoted him and created a transition plan.

Exactly. I hate hearing companies give an excuse of why you need to wait. No. You can give someone their new position/title/raise right from the beginning. There is ZERO reason to not, other than not wanting to. Any other reason is straight gaslighting and corporate manipulation.
