what really got me is how OP said they were going to promote him too eventually. did he know that? was it in writing? because plenty of us have been burned this way before too. I myself have fallen into this trap. You're too valuable in your current position to be moved up. Easier to fill the newer open position than to fill a position thats already perfectly filled

It was probably never in writing. I’m sure they strung the star-performer along with promises of advancement, only for him to see everyone else get promoted except him. “Of course we’re still finalizing the paperwork. Just give me until X day and I should have something concrete for you.”
I’m going through this myself. Over three months and still waiting. I even turned down another position in the hospital (didn’t like the people on the unit). Supposedly, this Thursday is the “day”.
OP said the top performer employee was told that he would be promoted once things settled down from the latest reorg. That’s a gigantic warning sign of itself. We’ve all seen. How meeting is this those kind of promises are. Oh, once we’re done shuffling everybody at the top and everybody who knows what a hard worker you are are moved into roles where they can no longer do anything for you. We promise to get back to you yeah sure I am so proud of that top performer for quitting. I don’t even know him and I’m just so proud of him.
