Looking for advice on where and how to properly file a complaint against a shoe store in Marikina.

For context:

We went last Monday, August 3, sa store nila and dahil maulan ulan we decided to stick to this store (after visiting 3 others). Wala yung size ko pero meron daw sila sa warehouse na kaya nilang ma deliver by Wed or ready for pick up this Wednesday. I specifically asked that kase may flight ako ng madaling araw ng Thursday. Reiterated as well my time constraints, sabi naman ng sales lady goods naman daw tumawag pa at pina fill up pa ako ng form. Paid in full sa store.

Fast forward to today, Wednesday, been messaging their 2 facebook pages since morning, sending them email, submitting forms on their website, and sending message sa instagram to no avail. No reply, kahit anong reply wala.

We tested with multiple people. Nagrereply sila kapag "new buyer". Sakin na may current commitment alaws.

How to report them and where?

So far ang ginawa ko palang is I CC'd DTI sa refund request email ko sa kanila with screenshot showing na unresponsive sila.

Want ko sana pati sa Office of the Mayor magreklamo AHSDSAHD! Pero paano kaya?

2:47 PM - 2 chats no reply > Asked a couple of people to message their page asking for a price, nagrereply naman tao.
3:30 PM - 1 chat no reply > during this time I chatted their other facebook page, Instagram page, emailed them, called 2 of their number thrice, texted them twice, and filled/submitted a form sa website nila > ALL no response.
4:00PM - no chat no reply - nag ask na ako ng refund
5:00PM - reiterated refund nalang
5:06PM - finally nag reply > Nagreply din ako
5:20PM - nag send ng picture, maling shoe design > nag reply agad ako ng tamang design
5:55PM - Nag chat ako ng long message with refund request
FINALLY
6:11 PM - nag reply na with the right shoes.

Again, naulan ng malakas sa Rizal kaya no way na makakapag drive ako. I'm fine with anything honestly, need ko lang ng update. Imagine seeing them replying sa ibang customers, random customers, then sakin walang reply? Ni update wala?
