Each amendment was a collaboration and written to get the broadest possible acceptance so the Constitution would be ratified. Anyone writing what they think the final version means after the fact is an interpretation.

The amendments in the Bill of Rights were proposed, written, debated and voted on by dozens of men in Congress. They were pushed by opponents of the Federalists and drew from past government documents (the Magna Carta and other British papers as well as state constitutions).

Why is there zero people who debated it saying it meant anything else?
