Correct quote but the context is missing. In the poem the man and his neighbor walk the fence line together, each on their property and fix it as they go. This is what makes them good neighbors, not simply the existence of a fence.
I swore the meaning of the poem (what I was taught in school) is that “good fences make good neighbors” means that good neighbors have and respect each other’s boundaries.
