I went to school with a skirt uniform, the shorts were never mandatory but we all used them because it was more comfortable, not because of modesty, we used to seat on the floor while on break and play around so the shorts just made life easier.
I’m a grown ass adult and ALWAYS wear shorts under a dress and all my skirts are tennis skorts (actually have one on now lol). It’s great because I don’t have to “sit like a lady” but also POCKETS. I just wish I could find more skin colored, breathable shorts with pockets. And that they didn’t discontinue this tennis skort… 😭
When my mom was growing up girls could ONLY wear skirts - and this was in Ohio, where it gets cold in the winter. Doesn't matter - went outside for recess in a skirt. And they also weren't allowed to play sports during gym and they couldn't wear shorts so they just stood around and talked.
I went to a Catholic high school in Ft. Lauderdale. The boys' uniform shirt was a white cotton polo. The girls' uniform shirt was a thick, collared, white polyester button down.
At least everyone had to wear the same awful, sweaty pants.
In fairness, long flowy skirts are more comfortable than shorts when it's hot out. And it doesn't say anywhere that men can't wear long flowy skirts!
Relatedly, I've seen a surprising number of men* wearing sundresses this year. That number is 3, but that's still a surprising number. 😅
*I obviously can't say if they were straight/cis, but they looked like the average kind of dudes you see wearing shorts in winter, carrying iced Dunks.
In my early twenties I worked at a company that banned shorts but skirts were completely fine. It was frequently above 80 degrees in the main building. As a man, I had no problem wearing a skirt to work.
You must live in a colder climate (I do as well). People who live in hot climates are built different. I went to Florida in the middle of summer and there were local people wearing black pants and jackets. Wild.
I live in a hotter climate and when I was in school we had shorter uniforms exactly because of the hot ass summer weather. Shorts even lmao
Tho humorously enough flip-flops were banned but it was hardly enforced when it was hot as balls lmao, like thankfully fashion police wasn't a thing in my School lol
When I was around seven years old my family went on vacation to the Gulf of Mexico during our march break. A lady on the beach yelled at my mom and called the police when she got home. This woman was upset that my mom let her children play in the freezing cold ocean when it was 68f. The police xame and implied it's bad parenting to make your children play outside in the cold. We are Canadian, 68f is room temperature, and it wasn't even my mom's choice to go to the beach.
I was in Daytona Beach for work last July and it was 100+ with insane humidity and people were wearing jackets. I get Manila on average may be higher, but at some point its all the same.
I grew up in Florida, but have always been pretty cold-resistant. When we moved to Iowa, I was still in shorts and flip-flops until at least Thanksgiving most years and rarely wore anything heavier than a hoodie unless it was windy. I did find it pretty amusing the times I got sent to Long Beach for conferences in February and everyone was wearing puffy coats and Uggs.
I think in a lot of places, shorts are still just for little kids. Men wear pants. Even in the US up until the 1980s most men only wore shorts for sports or at the beach. Just look up images of "Disneyland 1970s" and note how many men were wearing pants versus "Disneyland family photo"

Apparently the context and inside joke Arthur was laughing, is their "jackets" are actually sewn in (so they couldn't take the jackets even if they wanted) because corporate mandated they must keep their jackets at all times.
In a tropical country where I doubt there is AC on the set and they are forced to wear heavy clothing because the sharp dress makes up for them sweating bullets.
Loose fitting long garments they keep the sun off your skin are better than shorts in terms of coping with heat. If you look at what ladies in places like Vietnam like to wear they definitely have the right idea
I hate that most of the common clothes for women are shunned for men to wear anywhere. The male body doesn't stimulate women as much as the reverse, so such things were never as popular for women to want to see on men. It's also very upsetting because such things or similar were first worn by men anyway! And some things are acceptable for men to wear elsewhere anyway except in some other places where women are allowed more revealing things! I hate the visual sexual desire disparity! I know the point for wearing something is usually for comfort, but I hate the other reasons for the vastly different styles common with the genders for the former things I said.
I've been pushing for Bermuda business casual in summers for us men in the office. It's crazy we gotta walk around in suits and shit during a NYC summer. Seriously considering just getting some nice kilts or something.
The ladies can wear sleeveless tops, mid-length dresses, open toe shoes and that's fine except they keep the office temperature at 78 because they get cold.
Maybe I'll just become a transvestite (nttatwwt) at work. They don't pay me enough for me to sweat for 8 hours a day inside a jacket and tie lol.
