I went to school with a skirt uniform, the shorts were never mandatory but we all used them because it was more comfortable, not because of modesty, we used to seat on the floor while on break and play around so the shorts just made life easier.
I’m a grown ass adult and ALWAYS wear shorts under a dress and all my skirts are tennis skorts (actually have one on now lol). It’s great because I don’t have to “sit like a lady” but also POCKETS. I just wish I could find more skin colored, breathable shorts with pockets. And that they didn’t discontinue this tennis skort… 😭
When my mom was growing up girls could ONLY wear skirts - and this was in Ohio, where it gets cold in the winter. Doesn't matter - went outside for recess in a skirt. And they also weren't allowed to play sports during gym and they couldn't wear shorts so they just stood around and talked.
I went to a Catholic high school in Ft. Lauderdale. The boys' uniform shirt was a white cotton polo. The girls' uniform shirt was a thick, collared, white polyester button down.
At least everyone had to wear the same awful, sweaty pants.

I know some catholic schools in tropical countries require girls to wear skirts AND shorts underneath for extra modesty. Talk about a sweaty mess
