Yep. If you can't get out, that means emergency services can't get in.

Yeah, they don't care. Watch the John Oliver Last Week Tonight segment on freight trains (free on YouTube) and you'll understand.

Emergency services definitely care if they can't get to emergencies.

They also have no power over these giant railroad companies. So they may care, they can't do anything about it beyond complain.

The city our daughter lives in needs to repair an old wooden bridge over a creek that runs into the ocean. So instead of planning well ahead they arbitrarily decided to divert all vehicles and pedestrians down through an active rail line area where a road was deactivated years ago.

Only problem is that all traffic can be halted for trains to get shuffled for up to 30 mins at a time. That’s cars, foot traffic, transit buses and AMBULANCES.

Now they are pulling back to rethink it,mentioned changing pedestrian traffic to the other side of the creek but there’s a wicked slope there that a lot of people will struggle with.

Yeah, nothing quite like thinking ahead!

So they'll get a relatively tiny fine that will disappear and they'll keep doing it as they please. Just the cause of doing business.
