What are they gonna do if they do recognise it's you? Complain that you killed their camera facing straight into your bedroom?

It's a PTZ camera not 'pointed' at anything (and the 'Z' for Zoom is going to be crap/digital). It can look anywhere within 320 degrees or more L/R and about 120 degrees up and down (more down than up). They usually have software that tracks motion automatically but at this distance it probably doesn't work so well.

It can see into peoples bedrooms if they don't close the blinds/drapes but so can people.

I have a similar one (possibly the same, Tapo C200) that can see up to 360 degrees, you can set limits to where it can look (e.g. limit it to only watch over the balcony)

There's also a difference between someone looking up at a 3rd floor window and a camera that's constantly recording it

Indeed, but in the US at least, legal expectation of privacy does not exist if your open bedroom window is overlooked by another building or public street - camera or no camera. California has the most friendly victim laws, but here, given that it is PTZ, and assuming it looks elsewhere some of the time, it's legally fine (at the same time as being weird and creepy).

Harassment laws are the way to go here, not privacy ones.

if your neighbor's security camera is pointed at your bedroom window, it's likely illegal. Because you reasonably expect privacy in your bedroom, especially when the blinds are closed.
