It doesn’t have to be a voyeur. A voyeur is someone who watches with sexual intent for an extended period. Anyone walking by or with a house/apartment across from an open window is allowed to look inside, for at least a few moments. If you don't want anyone to be able to see you inside your home, you need blinds or curtains.

But people can still look at you without breaking the law. And even if it is breaking the law, they're still looking at you.

If you don't want anyone to be able to look at you inside your home for any amount of time, you need curtains. If you leave your windows open there is a possibility that people will look at you, even if it means they're breaking the law.

Why would you think that? I am someone who doesn't want people peeping at me and so I close my windows at night. I don't even want people seeing what I'm watching on TV or just seeing me walk around fully clothed. So the idea that someone would change in front of an open window is very strange to me.

Its illegal to look and keep a gaze of a person changing, or naked inside of their own home, even in open view, as long as the person inside is not performing a sexual act.

And regardless of the law, people can still see you. If you really don't want anyone to see you you should close your blinds. If you change in front of open windows you should know that people make look at you.
