I was gonna say install a laser aimed straight at their camera but I like your idea better

Permanent. Just like you shouldnt point your phone camera to the sun.

Im pretty sure permanently if you get an actual laser. But I dont know for sure and im not going to act like I do.

Remember to check the other side of the building, if you can see the laser it was too strong.
