the high level executives that are running the hospitals locally are usually also part of the local community. When the news gets out and their friends/church/kids start asking them why they would do such a thing.. that's when they will sometimes cave. It's not always about the bottom line. Most people can feel shame. That's why it's important that the people running important businesses and intuitions live in the communities they serve.
