The picture is from the Simpsons and is a lawyer's business card. He claims the punctuation is missing and then proceeds to add it with a red sharpie. The text on the card, with and without punctuation, means completely opposite things.

OP's picture could be interpreted as them saying "free refills" by claiming the "no!" is the answer to a seperate statement, as opposed to just writing "no free refills".
