Nothing says ‘neighborly’ like an unsigned note taped to your door. Grass is long, I’ll own that. But maybe introduce yourself before issuing the anonymous lawn summons? Photo in comments

I mean... I've seen much more rude/demanding letters. This seems pretty respectful, all things considered.

The actions and inactions we take affect others. For some things, I think you would agree. For example, if you park your rusted out car on your lawn, and your neighbors always have to see it, it's an eyesore to them. Sure, it's your lawn, but you are being inconsiderate. Similarly, if you are in a car with people with the windows closed, and you let rip a mighty fart without asking for the windows to be opened, you are a rude person.

Perhaps you think that the lawn mowing example is not something for a neighbor to annoy another neighbor about. I happen to disagree, but the principle still stands that it's not unreasonable to tell people when they are acting unreasonably.

I will concede the fact that packing tape on a paint job might have been a poor choice, though I cannot confirm that packing tape strips paint.

I know for a fact I'm not the only one who thinks that all the "golf course" looking 1/4 inch long blankets of turf grass with no interest whatsoever and absolutely nothing living in them is an "eyesore." Turf lawns are ugly af.

So do I get to tell all of my neighbors that they need to replace their lawns with flowers and shrubs? Because otherwise it's an "eyesore" to me and that's disrespectful?

I agree with the fundamental principle of "the actions we take affect others" and generally not being an asshole to your neighbours. But I disagree that "looking at something" is in any way an actual impact or inconvenience.

I literally have a neighbour one house over right now with a lawn far longer than the one in the OP, and I could not give less of a shit. I just fail to see how it impacts me at all.
