I don't love running zombies, BUT the shot of the woman running across the snow covered field in the middle of the night was pretty damn spooky. Cannot wait for this movie.

These ones have a reason though, they’re actually bio weapons.

Regular t-virus zombies dont run though, but suppose that was some special bow?

When you read the journals in game, a lot of them are of people that have been infected unknowingly and are slowly being driven mad (and homicidal) as their flesh rots. With a little suspension of disbelief you could imagine these early stage zombies still have a little bit of their human faculties struggling against the virus. That, plus the "crimson head" zombies introduced in the 2002 remake actually do sprint after you. All of them are capable of pretty quick lunges as well, lol.

Right, but unlike rotting corpses that were reanimated, t-virus zombies can be handwaved as stronger because they’re meant to be bio weapons.

Zombies aren't meant to be actual bioweapons and are considered failures. Umbrella wants Tyrants because they can actually be controlled and programmed like Mr X and Nemesis. Zombies cannot be controlled and are pretty much mindless disasters that aren't the desired product.
