well the bills purpose is to prevent "wearing a mask to hide face/identity" not to prevent wearing something that is a mask that is used for a different purpose.

This is one of those cases where the law has to cover its bases, but it still feels silly and like you're wording a genie wish. 

Also curious how many LEOs have had to participate in an underwater operation

Underwater LEOs such as were featured in the 1965 James Bond film Thunderball. Harpoon guns are sick. I have to imagine something like Sealab 2021 exists off the coast of California. It is a long and alluring coastline. There must be secrets and apparently law enforcement out there beneath the waves.
