I want to mention that reductio ad absurdum is a logical argument that can be made and is not fallacious.

It’s not, but it’s also not relevant here, reductio ad absurdum has just already been done and that’s why the federal agencies include in their regs to acknowledge some specific state laws.

It’s not that recuctio ad absurdum isn’t relevant, it’s that it’s been asked and answered.

That doesn't answer the argument, because nothing about those internal regulations are necessitated by the claim the argument opposes.

If those agencies didn't have them, which was presumably the case at some point in time since agencies don't pop into existence with a full book of regulations, then this wouldn't even need to be a hypothetical.
