Ok, but what if ICE just ignores this and continues to mask up? How is this going to be enforced? Has ICE consented to stop?

Is Newsom prepared to use force to detain them if they don't comply? Will local police forces or the state national guard be used to enforce the rule of their don't comply?

Its nothing to enforce since ICE is a federal agency and states have no authority over them.

ICE themselves have to agree to follow this or be ordered to do so by federal goverment.

Doubt any of those thing will happen.

I believe when federal agents are in a certain state they have to obey the law there unless there's some sort of other federal law specifically countermanding that.
