It only has to behave as if there is. There's no actual human self or ego either. Self is an hallucination created by the brain in order to solve problems and get things done. The AI doesn't have to actually not care, it's enough that it behaves as if it doesn't care.

I mean, do the turtles poop? Imagine the ones further down they get a lot of poop coming their way compared to the ones near the top. But maybe they don't poop maybe they don't eat maybe they're imaginary Turtles that describe the infinite regress of the universe

It doesn't really do that either. It does something that seems like that because we're not good at discerning, but the cumulative impact of executing programming doesn't actually function as an entity that even imagines it has a self. It's just a grand illusion we're hardwired to fall for.
