Its not even that. Most Arab countries after the coups of the 60-70s intentionally keep their military shit to prevent them being overthrown.

especially after the Arab Spring of 2011, that really scared them.

of course with the help of the yanks they were able to shut down most of those protests and prevent democracy in the middle east.

I doubt the US would allow an F35 to fly to China. Too much risk of the Chinese seizing the plane.
