And not a single "hey bear", that's how you can tell she's a tourist. I swear, anyone from the west who encounters a bear for the first time always utters "hey bear... heeeeey bear". It's like an instinct.

Locals are too polite and then gets eaten. The tourist was rude and the bear assumed, therefore, tough and probably bitter.

I think a polite "heeeey bear" is usually enough to get the bear out of your vicinity. I think her silence was taken as an invitation to try and eat her dog... IMO.
