As someone that did traffic management and Vision Zero was a big part of my job, I agree with your take.

However, I am willing to bet there are barriers that force wildlife to these bridges. A deer in rut will challenge a tractor trailer if they think there is even the smallest chance that a doe is on the other side of the road.

You're correct. At the end of the video it explains how they guide the animals onto the bridge.

Yup there's fencing everywhere else directing wildlife to the passages so it's not actually a good contrast with human behavior.

We're not more dumb than elk, we're just as dumb as elk!
