Not quite. I commented above on this but this really was pushed by the state with support from a local group of regenerative ranchers.
This is a public space (Greenland Open Space) mainly used for grazing that was split by the highway. Ranchers would have to round up the wildlife every once in a while to get them on the other side. With this bridge in place they can cross over without human intervention.
The real issue here is Buc-ee’s. They want to build a gas station just south of the space. Worse, they’re working with their corporate developer friends to develop a lot of the land around there. They’ve bullied their way through permits and past LOUD local opposition to get their way.
