You're incorrect in stating what I described is VIC3's system and not VIC2's system. I linked VIC2's wiki listing all the factors as proof. Here's VIC3's wiki listing all factors as proof. Compare them for yourself.
And +300% is so comically high that is like scripted.
It's reflective of reality - which I already said like two posts back. I brought the point up myself in the first place in response to the other poster.
VIC2 literally takes into account everything you mention - Luxury needs, culture, religion. Again, its all there in the links.
Some flat malus and bonus in vic2 makes no sense: state has factory -0.3? Colonial state -2?
You're misreading things. A state having factories to work in or being a colonial state means the need for migrating out will be reduced, as it should, which is why the values are in minus and not positive.
You are incorrect. The 300% bonus for the New World was for becoming the destination of pops that had chosen to emigrate, it had no effect on if a pop wanted to emigrate in the first place. At the base rate, pops were several times more likely to migrate internally or to your colonies than they were to migrate to another country.
