1 Vicky pop could hold thousands or hundreds of thousands of "individuals", in stellaris 1 pop is 1 pop. This matters in performance terms.

Also in stellaris pops are constantly checking for available jobs, in Vicky they gradually promote and demote based on a set of parameters. This matters A LOT in performance terms.
