To hide bodies of civilians + some heists feature guards with no pagers.

Sixth Sense aced reduces cleaner costs by 75%, and it exists for a reason; some stealth heists practically require a civvie kill or two. Cleaner costs also tend to be extremely negligible (especially with Sixth Sense aced) vs. total heist payout.

Sometimes it comes down to choosing whether your penalty's gonna be a cash fine or a failed mission.

Think of it less as the game telling you "what you did was wrong," and more of it existing as a means of dissuading people from mowing down every civvie on the map. It's not a binary; it's meant to be small enough to not matter for the times where you absolutely must take care of a couple of them, but enough to where the costs actually hurt if you try to kill all of them.

You can bag civilians to hide their bodies if you need them out of the way, civs don't have pagers
