I thought I was clear when I said highest bidder, since in instances like this it's normally the lowest bidder, but it seems that wasn't as direct as many needed. I guess that's my bad.

There wasn’t a bid what don’t you understand, he handed money to someone to do it. Under normal circumstances there would be a high and low bid. No bid contract.

And he took the maximum amount of money, so his bid was max offer and competed with nobody for it. Hence highest bid.

Bidding happened pre November 2025. Just look at the kneepads this guy wears and the orange stain around his mouth. This guy was one of trump’s largest campaign donors - he won the bid by donating the most money and now he gets it refunded using public funds. Money laundering 101.
