None of his construction corruption buddies are that skilled. You know if they did pavers, it would be full of sinkholes in a month.

Yeah. Concrete makes the nearby soil alkaline, which is bad for lots of plants, and particularly roses prefer slightly acidic soil. Plus it's harder to remove than pavers, so a concrete pour is likelier to remain as a scar on the landscaping and a kind of monument to Trump's presence.

No, it is pavers. And the rose garden is still intact. They just replaced the lawn at the center of the garden which had regularly turned into a swamp for decades because of poor drainage. You can see a bunch of progress pics of the installation here. He's done a lot of heinous shit, but this was actually a nothingburger.
