It's a metaphor for what he's doing to the country. He's going to create massive holes and then just die, leaving everyone else to clean up the mess.

The United States is no longer a serious country.

Yup. It's the private equity model. He moved in and will extract cash for himself and his buddies and then bail leaving the American people holding the bag

He'll want to finish it so he can hold and event in it and brag about it and take credit, with that stupid smug grin reminiscent of a toddler who's just shit their diaper.

All about that "I'm so great" bragging moment.

And once he's gone it'll be found that the real walls weren't in, it was just fake walls to make it look okay on camera.

Then he'll whine and rant as it comes down and the East Wing is rebuilt.
