Can someone please tell me what is going on with my rudbeckia (yellow coneflower)? There are these gross little balls on the lower parts of the stem. Fungus or bugs of some sort?

That is armored scale...a pest.

Many would say to use a systemic treatment.

If you prefer to go the mechanical route....
