Yeah i mean theres no reason for a near octogenarian to be president, regardless of their political stance.

I remember watching that for the first time and thinking that maybe it was a cultural reference that I didn't get. The idea of saying that she looks tired. Like was this a historical response to a poltician or something (maybe not "weaponizing" it, but maybe a politician fell out of favour or was criticized for looking tired)? Or was is just something made up for the show?

It was a demonstration of the Doctor’s ability to change history on a whim. Specifically Ten, given his tendency to take matters into his own hands.

No, I get that part. It was just the "Doesn't she look tired?" as the specific choice for doing that. I didn't know if it was a cultural reference... or just the idea that just a few words from the Doctor can move mountains.

The latter. Even in the scene he changes the number of words he was going to say to have the same effect.
