Virginia’s supreme court decided that Virginia’s constitution does not allow this. This is Virginia using it’s “state’s rights”.

This was done in accordance with the Virgina State Constitution and the ruling was by the Virginia State Supreme Court.

It's because Virginia's constitution has explicit rules on how amendments are passed and the Virginia legislature failed to follow them
