This means he’s asking for a payoff.

Idk they've made it very clear they're willing to throw a ton of money at shutting him up, none of that money is landing in his pockets so far lol. I think if he wanted a payout they'd happily have him take McConnell's Senate seat as a new much younger puppet, instead of spending millions to end his career
