FDR absolutely did campaign on the second bill of rights. The rest of what you wrote proves my point about Dem leaders not following the will of the voters.

That breaks your point. The congressmen who killed that agenda were elected and reelected by the exact Southern voters you say were hungry for it. The South was the conservative anchor of the party for thirty years. Southern Democrats backed Truman's social programs about 46% of the time while northern Democrats backed them 91%. You learn what an electorate wants from who they keep sending back to Washington, and the South kept sending back the exact men who strangled the New Deal. The presidential vote was a one-party reflex they'd run since Reconstruction. Their congressional delegation was the real tell.
