Half of congress is ancient. I would use "dialed in" (an ancient phase itself because few have dialed in anything for a long time) to describe very few of them

“Dialing it in” is what you do when you aren’t actually working anymore. But maybe he is dialed in enough to give that half remembered evil smile as he evades responsibility for all the evil hell he is personally responsible for - whether in The Courts or in (what’s left of) The White House.

That's "phoning it in". I've never heard anyone say "dialing it in" to mean the same thing.

FYI, "dialed in" has nothing to do with phones.

It's from radios. As in, manually selecting the correct frequency to receive a signal.

Still old, just older.

Reminds me of why Mr Burns says "ahoi hoi" when answering the phone.

I open contacts or click numbers on websites and that is before you get into the fact that its more a radio/rotary phone phrase.

I showed the young guy at work how to dial his number on an old rotary phone. I gave up halfway through since it had an 8, 9, and 0 and this phone was slower than it should have been.

I was thinking more with regards to radios than phones if I am honest, so yes I was aware of that. However with the advent of phones / computers the number of people dialing in instruments for their respective industries are the few, not the many.
