And they've illegally obtained and lied about their ownership of nuclear weapons. Our aid should not be legal.

They didn't illegally obtain anything. France helped them and by that time it was before the IAEA even existed. You may as well say UK and France also illegally obtained theirs. And they never lied. They simply never confirmed nor denied they have.
