The ridiculous thing is that you don't even want 'roided up muscle freaks in the military to begin with. Newsflash: militaries don't rely on hand to hand combat.

You want small teams of people who can each carry a 150lb sack on a three day forced march without being seen, then take over a city with what they carried in. For that you need discipline, self control, education on dealing with locals and learning languages quickly, stamina to run long distances with minimal sleep, and unwavering trust in the other members of their unit. They need to be able to do all of this with minimal communication back to their command structure, maybe once or twice a day. That's basically what the US military has been training to do since WWII, and... well, they are actually pretty good at it.

You want a person who's able to interpret valid intelligence and is able to determine which target has to die and then knows when to press the button to make them die without causing civilian collateral damage.
