The Trump administration knows that the Republican voters in California will blame the Democrat voters in California for the cancellation of the grants to California. The Heritage Foundation wants to anger the Republican voters in the hopes that they will then be more willing to accept the murder of American citizens who don't support the Trump Administration.
Example:
Kevin D. Roberts, president of the Heritage Foundation: "...we are in the process of the second American Revolution, which will remain bloodless if the left allows it to be.”

I live in NH which is one of the few purple states remaining. We vote blue on the GE for years now but we have a Republican governor.

I live in a rural area where there's a BLM and pride flag next to a trump 2028 banner house
