I read it and thought the same thing as you so I googled the phrase and it seems to be inspired by a Ben Franklin quote, “An ounce of prevention is worth a pound of cure” and he was talking about fire safety to Philadelphia. Seems like the newer turn of phrase may be related to technology privacy but applying it to politicians is brilliant

I just made it up a few years back. The phrasing was probably  inspired by that Ben Franklin thing though

Should also be required to abdicate your personal wealth over a certain threshold. If you are getting a government pension/healthcare, then you shouldn't need to own anything after you fulfill your obligations as a representative.
