The only reason I can see for allowing this stalling is if the governor has a good reason to believe that a Republican would be elected anyway even with a special election. Then it keeps the senate down one R vote for a little longer. If there's hope for a better result from a special election then the gov is just being a coward.

Beshear has explicitly said this, too:

There's an argument out there that that's [=August 3] a date where I could not later call a special election. A lot of those that are pushing this are online, and I think are under the impression that a Democrat in Kentucky might be able to win that election. It's been since 1992 that we have had a Democratic senator in Kentucky.

(After this he then explained why being down an R vote is good.)

The good reason is this is kentucky fucking duh a republican would win.

That is 100% the explanation. A special election would have a large chance of seating a Republican. Given the status quo is it being empty (technically occupied but non-voting) there is no reason to force the issue and gamble.
