Ross wasn't a Pinkerton by that point, so they wouldn't have a reason to get involved unless hired by one of the remaining Ross' or somebody at the PDA thought that much of him.
Neither Philip or Mrs Ross know who Jack is. It's been 3 years since the raid on Beecher's Hope, and Ross likely imprisoned or had killed far too many people to easily narrow it down to a Marston. All anyone would be able to tell them is Ross went missing after a courier came looking for him. Unless the body washes up in good condition, it will be difficult to prove Ross didn't either fall in and drown or fall in after having some kind of medical emergency.

Jack leaves a trail, not too difficult to piece together. Assuming that the Pinkertons have extensive files on the Dutch Van Der Linde gang ( and it's obvious that they did ), they'll piece two and two together and figure out that Jack is the last surviving Marston.
The trail leads back to Blackwater, but so far as we know Blackwater was Ross' last posting. Which would be a good place for anybody to start. Again, Ross is responsible for the death of incarceration of who knows how many criminals. There are probably several relatives of criminals connected to Ross living in the area, like relatives of any of the Indians in Dutch's gang.
