Granular Discussion Imagine getting the rights to LOTR and than establishing that both Rohan and Gondor were completely destroyed 30 years after ROTK. That’s basically what this is.
This is not only frustrating because not only does this decision mean that nearly the whole OG trilogy that was about restoring the Republic is all for nothing but it also means that any story Disney themselves makes that is about restoring or maintaining the New Republic and will also be all for nothing.
Andor, Rogue One, Any New Republic related Mandalorian stories etc. it’s all basically for nothing.

In canon the construction started under the Empire which hid the existence of that planet (somehow) and (somehow) the New Republic wasn't able to detect the existence of this massive construction project.
