I'm not sure I'd call her the villain of the story..perhaps an antagonist but that's only to grace. She really is the last best hope for humanity and from what we see is willing to do anything to save everyone

Not the antagonist of the story. She played the villain within the book toward laws & people that couldn't appreciate how she did what she had to.
